Frankston Line major works

Whilst many of us are staying home to keep our community safe, we are grateful that our incredible workers are continuing to deliver the rail and road projects in our patch.

The works are just about to ramp up as we remove every level crossing in Edithvale, Chelsea & Bonbeach and build 3 new train stations. This will have a significant impact on the 4,000 commuters who use these three stations and 27,000 drivers who get stuck at these boom gates every day.

The final bridge being installed on Springvale Road for our Mordialloc Freeway, details below on the road impacts.  

ROAD CLOSURES AT LEVEL CROSSINGS 

CHELSEA

• Chelsea Road closes permanently from Sunday July 19.
• Argyle Ave closes from July 5th-9th and then again from 21 July to early October.
• Swanpool Ave crossing will remain open until 29 September, before it is permanently closed.

EDITHVALE

• Edithvale Road closes from Sunday 25 July to early October
• Lochiel Avenue crossing will remain open for traffic until the major dig takes place in mid September.

BONBEACH

• Bondi Road closes from Friday 23 July to early October.
• The advice from LXRP is to limit travel to the work and impact zones where possible. Plan for significant delays in peak times.
• People will be encouraged to travel inland along Wells Rd, Governor Rd & Lower Dandenong Rd, to get around the works and disruptions.
• All non-essential trips should be avoided during this time to limit the impact on local congestion. Plan ahead and set off early where you can.

TRAIN & STATION CLOSURES

• Edithvale, Chelsea & Bonbeach stations close from July 25.
• The brand new train stations open in October/November 2021.

BUS REPLACEMENTS

• Buses will replace trains between Frankston & Mordialloc from 9pm Sunday 25 July to Monday 2 August.
• When trains services resume on Monday 2 August they will run express through Edithvale, Chelsea and Bonbeach. Shuttle buses will connect locals to trains at Mordialloc, Aspendale and Carrum.

PEDESTRIAN AND BUS ACCESS

• Chelsea Road is open - up to 18 July.
• Argyle Ave is open - up to 25 July for pedestrians (open up to 21 July for cars).
• Swanpool Ave is open - up to 29 September.
• Golden Avenue - will be open for pedestrians from 25 July to 1 August.
• Pedestrian access opens on Sunday 25 July - Lochiel Avenue, Edithvale, Berry Avenue, Edithvale, Patterson River, Bonbeach and  McLeod Road, Carrum.
• Buses will replace trains between Frankston and Mordialloc - from 9pm Sunday 25 July to Monday 2 August
• A shuttle bus will run as a loop between Mordialloc and Carrum - from 2 August onwards.

SHUTTLE BUS

The shuttle bus will run along both Station Street and along the Nepean Highway.

Mordialloc-bound stops are located on the Nepean Highway and Carrum-bound stops are located on Station Street. When trains services resume on Monday 2 August, they will run express through Edithvale, Chelsea and Bonbeach. Shuttle buses will connect locals to trains at Mordialloc, Aspendale and Carrum.

The shuttle will stop at replacement bus stops between Mordialloc and Carrum as well as Berry Avenue, Golden Avenue, Swanpool Avenue and Lochiel Avenue. Bus stops and the direction of the bus circuit is outlined in the attached map.

The shuttle bus will run daily from:

• Monday to Thursday: 4am to 1am
• Friday to Sunday: 24 hours

The shuttle will run to a 5-10 minute frequency. The frequency may be influenced by local traffic conditions.

SUPPORTING OUR TRADERS

We need to get around our Chelsea, Edithvale and Bonbeach traders during these next 3 months.

The LXRP will have a big campaign to support our local businesses, but we need to be proactive and choose to buy locally where possible.

MORDIALLOC FREEWAY - LOCAL IMPACTS

The final bridge of the Mordialloc Freeway over Springvale Road is currently being built.

To safely install these new bridge beams, Springvale Rd will be closed between Wells and Pillars Rd each day between Monday 19 - Friday 23 July between 9:30am and 3pm

For northbound lanes - closed between 9:30am and 3pm each day on Monday 19 and Tuesday 20 July.

• Detours via Wells Rd, Governor Rd and Lower Dandenong Rd.

For Springvale Rd - closed to all traffic between 9:30am and 3pm each day from Wednesday 21 to Friday 23 July.

• Detours via Wells Rd and Governor Rd, and Mornington Peninsula Fwy.

Works are now being carried out during the day to take place before major works start to remove the level crossings at Edithvale, Chelsea and Bonbeach in late July. These projects are being collaboratively managed and communication around the impacts of both disruptions.
