School Council Report

Newlands Council Out of School Care Fee Structure - 2021

The decision to increase OOSHC fees was not made lightly. However, the School Council agreed that in order to support the long term future of the program, it was a necessary decision.

The recent and projected growth in student numbers means that the school cannot guarantee that the space currently used by the program will always be available for before and after care.

It was recently announced that the school will receive money for infrastructure upgrades, however Department guidelines stipulate that this funding cannot be used to build a dedicated OOSHC space. The School Council believes that a dedicated space is essential in guaranteeing a long term viable OOSHC program. The new fee structure will help the school achieve that goal.

Consultation with OOSHC users asked for feedback on potential changes to fees. The overwhelming majority of respondents did not have strong opposition to the changes. This consultation also highlighted a desire in the community for additional services, particularly a school holiday program. School Council supports this position and the new fee structure will help in bringing that to fruition.

School Council understands that the increase in fees is substantial compared with the existing rates. I would like to note, though, that the new fee structure is commensurate with programs offered by many other primary schools.

While this was not clearly communicated in the email that was sent to parents outlining the changes, Council did make a point of ensuring that families facing hardship can discuss their situation with the school, and special consideration can be arranged on a case by case basis.
