New Child Care Subsidy July 2018
The Child Care Subsidy will be the main way the Government will assist families with their child care fees. It provides genuine, much needed reform for a more affordable, accessible and flexible child care system.
When the Child Care Subsidy commences on 2 July 2018, it will:
- replace the Child Care Benefit (CCB) and Child Care Rebate (CCR) with a single, means-tested subsidy
- be paid directly to child care providers to be passed on to families
- be simpler than the current multi-payment system
- be better targeted and provide more assistance to low and middle income families.
What do you need to do?
• Keep your details with Centrelink up to date
• Get acquainted with the new subsidy by going online and checking the estimator
• Look at the information and fact sheets at https://www.education.gov.au/childcare or on the department’s Facebook page
• Respond to letters from Centrelink asking you to update income and activity details
- Parents will also need to log into the MyGov website and “activate an arrangement” of either regular bookings or casual. Without this the subsidy will not be paid. Further information will follow as this area is still being established by the government.
- The subsidy will apply to session rates, not an hourly rate.
- The subsidy will apply to the short fee; half an hour care between 8.15-8.45am BSC and 3.30-4pm ASC
IMPORTANT FAMILY INFORMATION
Why does the family have to report their change of circumstances to Centrelink?
If parents have new care arrangements for their child, they are obligated to report this to Centrelink within 14 days of the change to their circumstances. Where families have separated, the parents need to be assessed as two separate families for Child Care Benefit (CCB) purposes. This is important because parents must only receive the CCB percentage to which they are entitled based on their individual assessment.
Families could assume that their out of pocket gap fee will not change after separation. This is often not the case, because if both parents want to receive CCB and Child Care Rebate (CCR), they need to have their own Centrelink Reference Number (CRN) and be assessed individually for CCB. This may result in each parent having different CCB percentages, as the CCB percentage depends upon their individual incomes.
Why is it important to know if a family has separated?
CCB and CCR payments are benefits that are paid to a service on behalf of the individual who is liable for the cost of care for a child. In the situation where multiple individuals hold liability of fees (e.g. separated parents with shared care), it’s important to be clear about who is responsible for what sessions of care and fees as this will impact the calculation and payment of CCB.
Being aware of a child’s living situation as it changes will help prevent disputes arising in the future involving enrolments and CCB/CCR payments because you are able to change enrolments and charging practices reactive to the child’s situation.
St Finbar's OSHC Procedures
Please inform the service of any care arrangements of a child/ren after separation or divorce.
New enrolment forms will need to be completed by parents who intend to use the service. Separate reference numbers need to be provided and can be verified by the Department which attracts CCB and CCR.
