Quality of care in FCV settings - Technical Package
The technical package on quality of care in fragile, conflict-affected and vulnerable (FCV) settings is now available.
There is an urgent need for attention to the quality of care as part of efforts towards UHC in FCV settings, given the health needs and increasing population numbers in such contexts. WHO has responded to this need through the development of this technical package and provision of country support.
The technical package is the product of a two-year collaboration between the Quality Team in the Integrated Health Services Department, the Gillings School of Global Public Health at the University of North Carolina, and WHO EMRO, drawing on significant technical inputs from colleagues across WHO, and the Global Health Cluster, and having undergone wide consultation.

The taking action document is presented in two main parts.
Part 1 provides much of the background information and key concepts, providing a technical overview on the subject.
Part 2 focuses on how to take action, based on the well-established WHO National Quality Policy and Strategy approach adapted to account for the challenges and realities of service delivery in FCV settings.
Of particular note is element 6 in the taking action document, which focuses on interventions for quality improvement.
This section is based around a series of evidence-based illustrative interventions organized in five intervention blocks:
- ensure access and basic infrastructure for quality;
- shape the system environment;
- reduce harm;
- improve clinical care; and
- engage patients, families and communities.
The tools and resources compendium is based around the list of illustrative interventions, providing a curated set of implementation tools gathered during an extensive scoping and co-development exercise.

WHO Executive Board adopted the ‘Decision’ on Global Patient Safety Action Plan 2021-2030’ on 21st January 2021, and recommended adoption of the action plan to the 74th World Health Assembly, to be held in May 2021.
