Use of E-Scooters - a message from Victoria Police

 

I have sent this email after complaints from the public and Police regarding the usage of E-Scooter by school children.

 

I have included the rules regarding E-Scooters below for you to inform your students, teachers, parents and guardians.

 

My main concerns are the age of the users I am seeing, no helmets and carrying passengers.

 

In most instances warnings will be given to children but anyone over the age of 14 can be issued an infringement notice for breaching these rules.

 

If they are using high powered E-Scooters (Speeds capable over 25km/h) this changes the way we proceed with any enforcement. Under legislation they are deemed as Motorcycles, and they will require a licence or learners permit and to be registered. Infringement notices, summons to court or caution notices are our options for high power E-Scooters

 

We remind parents and carers that e-scooters are only legal for people over 16 years and over and please ask them to play their role in keeping their kids safe.

Riders of e-scooters must:

  • wear a helmet 
  • be aged 16 or over
  • ride at a maximum speed of 20 km/h hour 
  • ride on shared-use paths, bicycle paths, or roads with a speed limit of up to 60 km/h
  • have flashing or steady front and rear lights if riding at night or in low-light 

Riders must not:

  • ride on the footpath
  • use a mobile phone while riding
  • ride while under the influence of drugs or alcohol
  • carry passengers or animals or ride in tandem
  • ride a high-speed e-scooter – capable of more than 25km/h (this is considered an unregistered vehicle and penalties apply)
  • ride on roads with a speed limit over 60 km/h
