Victorian President's Report

Tina King - APF Victorian President

One of the key demands of this term is the workforce planning and organisation required to ensure a successful start to the following year. This is a significant and often complex process that requires careful consideration of school needs, staffing allocations, and individual circumstances. Effective workforce planning is essential to maintaining a high standard of education delivery, but it also presents challenges that can impact staff morale and operational efficiency.

Staffing decisions can occasionally lead to disputes, with some cases resulting in staff grievances being lodged with the Merit Protection Board.  These situations require a delicate balance between adhering to policies and fostering a collaborative and supportive work environment. While such cases are not the norm, they highlight the need for clear communication, transparency, and fairness in the decision-making process.

One recurring challenge raised by principals is the management of requests for the temporary transfer of an ongoing employee.  These requests can stem from a range of personal or professional reasons, including career development, family commitments, or changes in local circumstances. While accommodating such requests can help retain skilled staff and promote professional growth, it also creates logistical hurdles when schools are attempting to maintain continuity and stability in their workforce.

Navigating these issues requires strong leadership, a thorough understanding of workforce policies, and a commitment to balancing the needs of schools with the rights and aspirations of staff.  In this week’s newsletter, our Member Support Officer, Wayne Burgess, has shared valuable guidance on strategies to prevent matters escalating to the MPB and how to effectively manage situations where a staff grievance is lodged.

As we move through this term, I encourage school leaders to approach workforce planning with a collaborative mindset, drawing on the resources and support available to address challenges effectively.
