Australia’s first Treaty is almost here
First Peoples are making history right here in Victoria, and you can be part of it.
On Tuesday, the Statewide Treaty Bill 2025 was introduced into Parliament, marking an important step in Victoria’s Treaty journey. The Bill proposes the creation of Gellung Warl (from Gunaikurnai language, meaning "Gullung-Warl"), a new representative body for First Peoples in Victoria.
Gellung Warl would include three key parts: the First Peoples’ Assembly of Victoria, made up of elected members to advise Parliament and Government; Nginma Ngainga Wara (Wadi Wadi language), an accountability mechanism to improve outcomes under Closing the Gap; and Nyerna Yoorrook Telkuna (Wamba Wemba language), to support truth-telling in local communities, education, and healing.
A major outcome for our department is the proposed inclusion of truth-telling in the Victorian Curriculum, supported by the Yoorrook Justice Commission’s Official Public Record. This offers an important opportunity to strengthen how Aboriginal histories and cultures are taught, ensuring every young Victorian learns the true history of this state and country.
