Stephen Fraser

Deputy Secretary (School Education Programs and Support)

Stephen Fraser has extensive experience in education policy making and implementation. As Deputy Secretary, School Education Programs and Support (SEPS), Stephen leads policy and program development to improve learning and wellbeing outcomes for all students, regardless of their background. These programs include: Inclusive Education (Disability Inclusion), Wellbeing, Health and Engagement and Koorie Outcomes. 

 

He has held a range of senior roles in the Department of Education and Training, including Regional Director for the South Western Victoria Region and Executive Director for Implementation. Stephen has also worked as a senior advisor to the Victorian Minister for Education and Deputy Premier.

 

Following a long history in the VPS, Stephen spent time in the UK, as Deputy Chief Executive for the Education Endowment Foundation. Stephen worked across all areas of the EEF’s activity and leads the development of global partnerships, collaborating with educators and policy makers to translate evidence into practice. Stephen has spent the majority of his working life in the Australian education system, where he led the development of the Australian version of the Teaching and Learning Toolkit. He is also a Trustee for Allan & Gill Gray Philanthropy.
